- ➤ Oceanside declared a local emergency after sand built up in the harbor channel, which might soon block boat access – the Army Corps of Engineers will ask for federal funds to start emergency dredging. The council passed the resolution on Nov. 19 and officials say more work may be needed as winter brings extra sediment. The Coast News
